You get this achievement after finding all 16 scavenger hunt items for Norma.
Note: you will need all the special abilities to find all the items. It is recommended you finish the story before finding them all.
Motherlobe
Deck of Cards:
Go inside Astral Lanes, from the Motherlobe Atrium, and keep throwing bowling balls down the alley. After a few shots, the Deck of Cards will come up from the ball dispenser.
Enemy Surveillance Device:
From the Motherlobe Atrium, go inside the left classroom hallway. Enter the Artifact Storage location, use your flame ability to ignite the poster, revealing a door. Use your Projection ability to create an ally who opens the door for you. Inside the door on your left is the Device
Psychonauts Name Plaque:
From the Motherlobe Atrium, proceed up the Agents hallway. On your left will be a small white door. The Plague is on the door, press X to grab it.
Day Old Sushi:
From the Motherlobe Atrium, go into the Noodle Bowl restaurant. Proceed left and the sushi will be at the end of the buffet counter.
Astronaut Ice Cream:
From the Motherlobe Atrium, go into the Nerve Center. Head left and activate the monitor with the green screen. Turn around 180 degrees and there will be another monitor with a green screen. Activate that one too. To the right of that monitor, another screen will turn green. Activate that one too. Do the same again, turn around 180 degrees and another monitor will be green. Activate that one too. From there, turn left and a monitor at the bottom of the stairs you entered on will now be green. Activate that one. This monitor will dispense the Ice Cream.
The Quarry
Psitanium Knife:
Enter The Quarry, turn right to go underneath 3 pillars. Proceed onto the rock with vines and a jump pad on it. Proceed onwards to enter a cavern. Once in the cavern, the Knife can be seen on a rock at the top right. To reach this rock, continue to the end of the cavern and jump across the rocks to reach the knife, close to the entrance.
Agent Orientation Lasserdisc:
From The Quarry's starting location, continue to jump across the floating pads in the middle towards Otto Lab. Enter Otto Lab. From here proceed behind the desk and turn right to see a body of electrical ground. Use your ball (the levitation ability, on the ground) to go across the electrical field without taking damage. The Laserdisc can be found on a box in front of you.
Unexploded Bomb::
From the Quarry's starting location, go to the left across the floating pads towards a tree sticking out of the lake. Head towards the Psychoisolation but do not enter. From the entrance, go right up the rails of which you ride. Proceed onto a stone. You can see the bomb hanging from a crane in the distance. Proceed across the lake making your way to the very end of the ravine. Once you are underneath the bomb, you will see an unlit campfire. Light the camp fire with your flame ability to create a gust of wind which you can use to fly up to the Unexploded Bomb.
Questionable Area
Novelty Mug:
Proceed left till you find the Pancake restaurant. From here, enter the restaurant and use your Projection Ability to open the door left of the kitchen. The mug can be found on a shelf to the left.
Human Skull:
Proceed through the Questionable Area until you see an entrance that says Campfire. Enter that area and proceed straight until you see another entrance that says Funicular with a train set and rails. Uses your TK ability to grab the cogs. Throw the cogs at the machine, just right of the parked train. The first cog is left just behind the bench, leaning on the rail structure. The second cog is just at the base of the broken machine. The third cog is to the right leaning against a rock. Once the machine is working, ride the train up the hill. About halfway up the hill, you will see the Human Skull on the train that is coming down the hill.
Switchblade Hatchet:
At the base of the waterfall, you will see an entrance with a green Q. Enter this area and you will see a large spinning wheel. Jump into the lake on a platform and make your way to the closest platform to the wheel. Use your SlowTime ability to slow down the wheel and hop on the wheel as it spins up to get you on the roof. The item can be found on the roof.
Can of Corn:
At the same entrance as the previous, the green Q, enter the area. Go right across the broken bridge and proceed to the entrance that says Cave of the Saskwatch. Enter this cave through his legs and before you use his ribcage to proceed, turn right and see the unlit campfire. Light the campfire and go all the way up to find the Can of Corn on a ledge just above the Psi card.
Green Needle Gulch
Mini Murder Bug Bot:
When you enter through the tunnel teleport hole, turn around to see a large circular building in the lake. Platform your way to the entrance of this building. Turn to the left and go up the ladder to the second floor of the building. From here, you will see an entrance that is being blocked by vines. Use your flame ability to ignite the vines and gain access. Go out the entrance to the right and platform your way to the Bug Bot.
Viking Helmet:
From the hole of which you used to teleport to the area, go left around the glass building to come across the honey and bees area. Continue down the goo-covered path and make your first right to come across a hut with a broken van and an instrument in front of a speaker. Go behind this hut to find the Viking Helmet.
Beehive Shaped like My Phone:
From the entrance of the goo-covered path, proceed up the path using your TK ability to grab the smoker. Proceed up the path until you come across a broken stairway. Once you see a jump pad on the broken path, manually jump across the path to make it across. Proceed up the vines on the branch and once you reach the platform with the honey building on it, go left through the goo to find the Phone.
Signed Copy of Mindswarm:
From the glass building, which you see when you first enter. Make your way right up a path. When you come across your first green vine platform, turn right to enter the area which says Compton's Menagerie. Enter this area and speak to Cassie. She will sign your copy of Mindswarm, giving you the item.
Once you have all the items, return to the Motherlobe Atrium and go up the Classroom hallway on your left. Once you reach the end, speak to Norma who will give you a new set of clothes and the achievement will unlock.

This is a frustrating, i got all of the scavenger hunt items and still no achievement unfortunatelly ( already talked to Norma btw)

Same with me. Talked to Norma, can change outfits in the bathroom, but achievement still not popping up. Same thing happened with the one where you need to go back and talk to Nona at the end, but the prompt to talk to her was still there, and it eventually popped. Norma's dialogue prompt disappears once you talk to her, so if you don't get the achievement then, there's no further way to try to get it to work. :/

Norma will give you a list of "mission critical assets" she has been tasked in hunting down. Despite her attempts, this is a scavenger hunt, and the sixteen items will be scattered across the four open hub worlds. I will do my best to keep them collected in their appropriate areas, as well as noting which powers you will need before you can access them.
Motherlobe - Interior
Astronaut Ice Cream
Within the Motherlobe's Nerve Center, accessible once you return from the Luctopus mission, there will be one computer screen that is glowing green near the war table. Access it to change its location out of the multiple others. Keep interacting with the green terminal before it changes over to the one away from the war table, under an astronaut symbol. Interacting with this one will give you the ice cream.
Day Old Sushi
Simply go to the Cafeteria to find it glowing among the rest of the food, which probably is glowing but not to your naked eye.
Deck of Cards
Once the Astral Lanes Bowling Alley opens up, keep throwing a bowling ball down the lane to knock away pins. After some time doing this, a deck of cards will be returned instead of the ball.
Enemy Surveillance Device
Power Needed: Archetype
Return to the supply closet you were locked in at the beginning. There was a door that you couldn't open, and Razputin mentioned how there was a small slit in the door that he just couldn't fit through. Raz Archetype can, however, so summon him and command him to open the door, where you'll find the device up on one of the old database towers.
Psychonaut Name Plaque
Head to the Agents Wing near the Nerve Center and look for Coach Olivander's door. The name plaque comes right off from interacting with it.
Motherlobe - Exterior, Quarry
Agent Orientation Laserdisc
Power Needed: Levitation (given)
Inside Ottos' Lab, one of the alcoves away from his work desk will have an electrified floor with the laserdisc glowing at you ominously on a pedestal. You can either roll across it with no difficulty or try some parkour tricks to see if you can get to it a harder way.
Psitanium Knife
The seemingly strange cave near Lili's garden location holds this scavenged item on a pillar. There's little else to bring you this way, but thankfully it is for a good cause.
Unexploded Bomb
Power Needed: Pyrokinesis (given), Levitation (given)
On the way to the Questionable Area, you'll pass a crane and a campfire right before entering a cave tunnel. Ignite the campfire, then ride the updraft with Levitation to reach the small beam the bomb is resting upon.
Questionable Area
Can of Corn
Powers Needed: Pyrokinesis (given), Levitation (given)
Within the Cave of the Sassclops, the first attraction spot within will be a series of pictures around a campfire. Ignite the fire, then ascend the updraft onto a higher ledge where the can of corn can be found.
Human Skull
Powers Needed: Telekinesis (given) -or- Levitation (given)
Around the funicular, you'll find that the engine running both has been damaged. Luckily, all three gears can be found around it in some form, though one can be trickier to find than the others. Repairing the funicular will get it running, allowing you to nab the skull. Another option could be ascending the treetops and then levitating over to the area near the top of the funicular, thus circumventing Telekinesis being needed.
Novelty Mug
Powers Needed: Archetype
Inside the Lumberjack Diner, next to where Sam is whipping up some questionable pancakes, you can find a door that will require Raz Archetype to slide through and open up. On the shelves within will be the novelty mug.
Switchblade Hatchet
Powers Needed: Time Bubble
The chaotic watermill is impossible to climb unless you use Time Bubble to slow the wheel down enough to ride it up. If you need a bit more time within the spokes of the wheel, you can cast Time Bubble again to keep it under its effects. Once you reach the roof, the hatchet can be found dug into the top.
Green Needle Gulch
Beehive Shaped Like My Phone
Powers Needed: Telekinesis (given)
As you make your way up to Cassie's house, you'll need to carry with you a smoker so the bees don't attack you. Once you make it up there, journey through the honey on the side to find the phone behind her house.
Mini Murder Bug Bot

The first run-down hut you come across within Green Needle Gulch, Lucrecia's old house, will have this item just outside the second floor. Use Pyrokinesis to burn the vines down, then turn left and find it hiding for you there.
Signed Copy of Mindswarm
Any time you are talking to Cassie, whether it be in her house before you access her mind or in Compton's Menagerie after, ask her to sign your copy of Mindswarm.

On the way to Cassie's house, you'll pass Helmut's old performance stage and Ford's run-down lodge. Behind Helmut's van, going around the tree it is in, will be the helmet, not made out of a nest like the item's description said it would have been.
