How to unlock the Enemy Within achievement in The Bureau: XCOM Declassified - Definitive Guide

This is a skill that your main character will acquire during his development towards Rank 10. Chosing that one will be automatic as there are no other upgrades for that level, therefore acquisition is unmissable.

I have gained it during my Easy playthrough, once doing all Minor Operations. Now with Commander difficulty I am focusing only on Major Operations and as I approach the end of the campaign, it can easily be the case that I'll not reach the needed level for it to unlock. Therefore, I suggest to do some Minor Ops as soon as possible, to make sure to unlock.

It will appear at the bottom of your command circle, at the same place where 'Heal' at the beginning. The cooldown period is very long, therefore you need to wait for it to refill and use it as frequently as possible, to make sure get enough kills until the end of campaign.

It is targetting as all other individual focuses ability: you select the victim and activate the ability on them. They will start killing their own, eventually unlocking the achievements. Lot of damage on the victim will unwear the effect, therefore try not to shoot at him as long as the effent is active. It is worthwhile to target sturdier subjects (Mutons), or effective killers (Phantoms), to make sure they can get some kills before their owns obliterate them.

The achievement will unlock during the operation, right after the 15th kill.

Great Solution, but my mind-controlled enemies arent doing nothing. they staying around and walking around like dump asses.
i will still try it.

My mind controlled people just stand there until the MC ends. Whatever, I'm done with this game anyway -25g

Like-wise my mind-controlled enemies stand there, then back away until the break the mind-control. I wonder if an update crashed this.

Thumbs up from me. Not your fault the programmers suck in this game. I completed the game on commander without getting this achievement. I replayed operations on commander and switched to easy and was able to unlock the achievement. 100% with one play through.

Can you replay missions to get this achievement? Or do you need to start a new campaign all over again?

LordFightALot - you can replay missions. You will start with however many kills you had previously at the start of that mission.

Unsure if it helps anyone, but I was dying and re-loading checkpoints and got it on the same mission that way

Glitched achievement. Mind control barely works. Enemies just stand there. Takes too long to recharge for nothing to happen.

Basicly, the main goal is what Jissi said: Play every Minor Operations between Major Operations in order to reach Rank 8 as soon as possible. Normally you will able to unlock the ability in the middle of Chapter 5.

Here is what i did: In Chapter 5 there is an intensive last fight. I used Mind Control on elite Mutons every time after the aliens get off from the dropship. You will have at least 3 occasions to do this. (Because the Muton and the Alien soldiers are coming in the very same time, you have a pretty high chance to get some kills in this part of the game)

(One important thing which was already mentioned in the other solutions is that always make sure that the enemies are close enough to each other, to prevent idle enemies who does not attack their allies.)

The next Operation which can be very handful for this is a Minor Operation called Operation: Angel. This one gets available just right after Chapter 5. What i did here is to send back my teammates and used the ability on the Aliens. I did not use any forcepower, i just only killed the last remaining Alien on the field. So i hide behind the very first wooden plank on the map (where the first wave of enemies are patrolling) and waited them for killing each other. Don't panic if the plan doesn't work for the first time, just don't move and wait for recharge behind the cover. The aliens won't flank you, the rather just running up and down on the map, changing covers all the time.

Whenever you have no enemies left to use your ability, just move forward a bit to the corridor like part of the map and another 3-4 enemies will spawn and run toward you. When you can see them, immediately turn back and make a run to your previous cover. Make sure you beforehand destroyed the enemy landmines (they wont do anything with them, but you can never be sure enough) These guys are just regular Outsiders, so you don't even have to interrupt their fight and hurt one of them in order to get a kill (through the mind controlled enemy) Just after a few doors after this scene there is a medium size open area with a sniper, an Outsider and a Commander (Tech Commander i guess, i don't remember exactly) Make sure you kill the Sniper, because he can easily kill your mind controlled target. If you enter the area, an Elite Muton will arrive. Go back behind the glass covered corridor (where you can find some alien weapons) Order your teammates to stay there, and use Mind Control on the Elite Muton through the glass. He will take care about the 2 guys out there and none of them gonna actually come near you. The Muton will probably try to use some attack on you through the glass which will hurt you, so make sure you are using your Heal ability whenever you need.

This was the point when the achievement got unlocked for me. I hope it helped somehow. I know this achievement is hard because of the buggy AI, but it's not impossible. The key is the retreating and waiting.

One thing I would add is drone's seem to count towards the 15 total. In Chapter 5, there are a few points where you run into a minion commander which will spawn silacoids and drones. Save this enemy for last and mind control him when he has 1-2 drones on the field. He will kill them easily. Repeat this process until he stops spawning drones. I loaded a checkpoint post game right after I hit level 8 and earned it before reaching the end of chapter 5 doing it this way.

Mind Control unlocks pretty late into the campaign. Rank 8 to be precise. As soon as you have it available start using it. Always go for the tough enemies since standard ones will get annihilated by their comrades right away. The cooldown is murder for this one.

At rank 9 you have another ability unlocked named Mind Merge. This will improve damage and toughness of controlled aliens.

You should also weaken some smaller enemies so the controlled ally only has to knick them off.

Most fun thing to do is to control a Muton and watch him nuke his whole group wink.

Missable!

You will gain the ability to mind control at Rank 8. I would also suggest picking up the Rank 9 Perk "Mind Merge" as it greatly enhances the enemy while under control. This is potentially missable since you don't gain this ability until later in the game. You have no control over a mind controlled target for the duration; they just act own their own... Try targeting the larger enemies in the groups to get 1-2 kills each time you mind control, and you should have no problem.

This is actually more tricky than it may sound. Mind Control is unlocked when Carter reaches rank eight, which won't happen until fairly late in the game (Should be sometime during Mission 5.) The mind control power has a very long base recharge time (almost three minutes) and only affects an enemy for about thirty seconds. Any enemy besides the gunship (even robots) can be mind controlled. If you plan on using this ability more than once per fight, take a backpack that reduces recharge times and at level ten take the perk that reduces all ability recharge times, this will reduce the recharge time to just under a 100 seconds. At level nine take the perk that makes mind controlled enemies do more damage and have higher defenses. The perk that makes them explode doesn't seem to count toward the achievement and just sucks in general.


The number one thing to do when looking for an enemy to mind control is position. Mind controlled enemies will typically lock onto nearest alien, if there is a wall or floor obstructing the mind controllie's shot, then they will do nothing until it wears off. Look for any enemy to mind control that is flanking another, this will almost certainly guarantee at least one kill. On the flip side non armored mind controlled enemies will be killed in seconds. Mutons and Sectopods are very powerful against other enemies at close range, but make sure there are enemies very close by or they will just stare into space.

It is useless to take control of the assistant commander, technician and others. take control of either strangers or mutons. It is necessary for the zombified friend to kill the enemy!

  • This Carter skill unlocks at Rank 8. Effective on Mutons, Scouts, Phantom Elite, Outsiders, Tech Commanders and First Aliens (similar to Golum). After the aliens subordinate to you kill their 15, they give you an achievement.
  • In the mission The Last War and the final mission to subjugate the Sectopoid, the right decision!!!
